Human Resource Manager

Introduction:

The Chesapeake Bay Bridge and Tunnel District is accepting applications for a Human Resource Manager until filled.  The Human Resource (HR) Manager is responsible for leading and directing the core Human Resource functions for the District and has a key role in managing employee relations, recruiting, performance management, training and overall management of compliance with labor laws and regulations.

Applicant must possess a Bachelor’s Degree in Human Resources, Business Administration, or related field.  Minimum of three years of related work experience and certification such as SHRM-CP, SHRM-SCP, PHR, or SPHR is preferred.

Salary is commensurate with experience and includes a complete benefits package.

General Definition and Conditions of Work:

The Human Resource (HR) Manager is responsible for leading and directing the core Human Resource functions for the District and has a key role in managing employee relations, recruiting, performance management, training, and overall management of compliance with labor laws and regulations.

This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects; work requires reaching, standing, fingering, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, determining the accuracy and thoroughness of work, and observing general surroundings and activities;  the worker is not subject to adverse environmental conditions.

Essential Functions/Typical Tasks:

  • Manage the daily workflow of the human resources function; Monitor and audit the output of other members of the team to ensure accuracy and efficiency.
  • Provide support and guidance to personnel specialist and other District management and Staff when complex, specialized, and sensitive questions and issues arise; may be required to administer and execute routine tasks in delicate circumstances such as providing reasonable accommodations, investigating allegations of wrongdoing, and terminations.
  • Manage the talent acquisition process, which may include recruitment, interviewing, and collaborating with departmental managers to understand skills and competencies required for openings.
  • Administer employee benefit plans and act as a liaison between employees and vendors to resolve issues.
  • Assist employees through the entire HR life cycle from onboarding and orientation for new hires to eventual departure whether through resignation, retirement or termination.
  • Promote a positive and productive work environment.
  • Maintain employee records according to policy and legal requirements.
  • Coordinate the performance review process on an annual basis.
  • Monitor and report on HR metrics (e.g., turnover rates, absenteeism); Use data to inform decision-making and improve HR strategies.
  • Analyze trends in compensation and benefit programs to ensure the District attracts and retains top talent.
  • Collaborates with District Staff to continually review and make necessary revisions to the District's Employee Handbook and other policies.
  • Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.
  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
  • Performs other duties as assigned.
  • Acts as backup to Payroll Specialist as needed.

  • Thorough knowledge of all human resource functions, processes and procedures.
  • Thorough knowledge of employment-related laws and regulations.
  • Establish and maintain effective working relationships, working with detailed information, adapting to changing priorities, and working with frequent interruptions.
  • Ability to maintain confidentiality and to act with integrity and professionalism at all times.
  • Excellent verbal and written communication skills with the ability to present reports effectively.
  • Excellent interpersonal, negotiation, and conflict resolution skills.
  • Excellent organizational skills and attention to detail.
  • Strong analytical and problem-solving skills.
  • Ability to prioritize tasks and to delegate them when appropriate.

Education and Experience:

Bachelor’s Degree in Human Resources, Business Administration, or related field.

Special Requirements:

  • Certification such as SHRM-CP, SHRM-SCP, PHR, or SPHR is preferred.
  • Minimum of three years related experience preferred.
