Parallel Chesapeake Tunnel Project
Willingness to Hold a Public Hearing
The Chesapeake Bay Bridge-Tunnel District plans to construct a bored two-lane parallel tunnel to the west of the existing Chesapeake Tunnel, connecting Portal Islands 3 and 4 and the parallel trestle bridges. The existing Chesapeake Tunnel has one lane of traffic in each of the northbound and southbound directions. The new tunnel will carry two lanes of southbound traffic and the existing tunnel will remain in operation and carry two lanes of northbound traffic. The approximate 7,400 linear feet of new tunnel will be constructed with a top of tunnel depth at least 90 feet below Mean Low Water within the width of the 1,000-foot wide Chesapeake Channel. The proposed project also includes a two-lane extension of the existing trestle spans connecting with new tunnel approach roadways to be located on expanded Portal Islands 3 and 4.
Pursuant to the National Environmental Policy Act of 1969 (NEPA), a Categorical Exclusion was prepared. In compliance with the National Historic Preservation Act, Section 106 and 36 CFR Part 800, information concerning the potential effects of the proposed improvements on properties listed in or eligible for listing in the National Register of Historic Places is included with the NEPA documentation.

If your concerns cannot be satisfied, the Chesapeake Bay Bridge Tunnel District is willing to hold a public hearing about the proposed project. You may request that a public hearing be held by sending a written request to Michael T. Crist, P.E., the Deputy Executive Director of Infrastructure, Chesapeake Bay Bridge Tunnel District, 32386 Lankford Highway, Cape Charles, VA 23310 on or prior to May 21, 2021. If a public hearing is held, notice of date, time, and place of the hearing will be posted.
