Cape Charles, VA – The Chesapeake Bay Bridge-Tunnel Commission has selected Nixon Peabody LLP to serve as Bond Counsel for the Parallel Thimble Shoal Tunnel Project (the Project). With offices located across the nation, Nixon Peabody is a nationally-recognized bond counsel firm with decades of experience in all areas of public finance, including extensive experience representing public agencies seeking to finance high profile toll-supported transportation projects.

Through a competitive proposal process, Nixon Peabody LLP was chosen to support the District by providing legal advice to find the most efficient and effective way of leveraging toll revenues, federal loan proceeds, and various other funding sources to finance the Project. Their services will be provided through the completion of the Project.

The Project will add an additional two-lane tunnel under the Thimble Shoal Channel to expand the capacity and improve the safety for travelers who utilize the CBBT and to protect the economic competitiveness and livability of the region through enhanced resiliency as the CBBT serves as the sole connection between the Delmarva Peninsula and the Hampton Roads area.

In addition to the selection of Bond Counsel, the CBBT’s Project team has completed a Draft Environmental Assessment and a Draft Traffic & Revenue Study. Preliminary design work, financial planning, and Request for Qualifications (RFQ) and Request for Proposal (RFP) document preparation are currently underway. A draft RFP for a Design-Build Contractor is expected in August 2015 with final award scheduled for May 2016.
